You Are
An experienced Human Resource Specialist with a strong background in federal staffing and recruitment, position classification, and performance management. You have a keen eye for detail, excellent organizational skills, and a deep understanding of federal HR guidelines and practices. Your expertise allows you to effectively manage HR functions, support employee performance, and contribute to the overall success of the organization.

How You Will Make an Impact
  • Position Classification and Development: You will create and update government position descriptions in compliance with organizational requirements and specific guidelines, ensuring accuracy and relevance for organizational needs.
  • Performance Management and Employee Relations: You will develop and implement a comprehensive performance management program and provide expert advice on employee relations, helping to maintain a positive and productive work environment.
  • Project Tracking and Reporting: You will manage and track HR projects, ensuring timely completion and providing regular updates on project progress.
  • Staffing and Recruitment Operations: You will conduct job analyses, develop specialized experience statements, and create and post vacancy announcements using USA Staffing and USAJOBS. You will manage applicant review and certificate issuance, ensuring efficient, compliant recruitment delivery.

Responsibilities
  • Draft, update, and review Government Position Description narratives, including Introduction, Major Duties and Responsibilities, and Factor Level descriptions, and determine classification for supervisory positions in accordance with OPM classification standards.
  • Complete the Management Survey and generate Position Designation Records (PDR) and Position Description Coversheets.
  • Suggest innovations to enhance and streamline Position Descriptions based on prior experience.
  • Develop and execute a holistic employee performance management program and provide guidance on employee performance and conduct issues.
  • Track and manage HR projects, ensuring all tasks are completed on schedule and provide weekly updates.
  • Assist with adverse and disciplinary actions and other HR-related duties as assigned.
  • Develop job analysis and specialized experience statements.
  • Utilize USA Staffing to issue vacancy announcements, review applicants, and generate certificates.
  • Create and post federal job opportunity announcements via USA Staffing and USAJOBS platforms.
  • Coordinate with hiring managers on recruitment strategies and selection actions.
  • Ensure compliance with OPM hiring authorities and merit staffing regulations.

Here's What You Need
  • Bachelor's degree in Business, Human Resources Management, or Social Science, with 3-5 years of progressive experience at the federal government level in recruitment, position classification, employee relations, or performance management; OR Associate’s degree in Business, Human Resources Management, or Social Science, with 6 years of progressive federal government experience in one of the specialized HR fields; OR 8 years of progressive federal government experience in recruitment, position classification, employee relations, or performance management.
  • Excellent communication and customer service skills
  • US Citizenship 
  • Public Trust 

Bonus Points If
  • You have experience with federal HR IT systems (e.g., USA Staffing, FPPS, NFC, USA Performance).
  • You have knowledge of OPM Delegated Examining and Merit Promotion procedures.
  • You have a demonstrated track record of successful HR project management and innovative solutions.
